Implementation of FATA reforms demanded


* Tribal candidates don’t see any significant change in Khyber Agency following extension of PPO

ISLAMABAD: I don’t see any significant impact after the extension of the Political Parties Order (PPO) in these elections, because the same, biased political administration has remained in place, said independent candidate from NA-45 Israrullah Afridi, during a radio forum broadcast on Wednesday for the FATA constituency.

The participants of the programme were: Hazrat Wali Afridi (Pakistan People’s Party), Israrullah Afridi (independent), Saida Jan Afridi (Jamiat Ulema-e-Islam-Fazl), Abidullah Kokikhel (independent), Advocate Taj Mahal (independent) and Batoor Shinwari (independent).

The candidates discussed key issues for NA-45, including FATA reforms’ implementation, voting rights for IDP, security at polling stations, vote-buying practices, and violation of campaign spending and other election rules.




The candidates agreed that they did not see any significant change in Khyber Agency following the extension of the Political Parties Order (PPO) as part of the 2011 political reforms for FATA.


While the PPO extension legally allows political parties to compete in FATA for the first time in 2013, many parties are experiencing difficulties.

Adding to this concern, PPP candidate Hazrat Wali Afridi argued that significant progress for the people of FATA would be made only when FATA senators and MNAs were given powers to pass legislation for the Tribal Areas. “Thus far, these powers have not been allowed due to restrictions in Article 247 of the constitution.”

On amendments to the Frontier Crimes Regulation (FCR), the candidates had different views. Saida Jan Afridi said the FCR should not be fully abolished, but the existing amendments should be implemented in the fullest. He also underlined that a local government system should be installed for FATA. On the other hand, Advocate Taj Mahal claimed that the FCR was contradictory to the Pakistani constitution and to the religion.

The candidates expressed their concerns about the security situation in Khyber Agency, highlighting that 47 polling stations had been declared sensitive and vulnerable to attacks. Some candidates were not optimistic about the situation and claimed that security concerns would prevent a majority of voters in NA-45 from casting their ballots on the election day.
